Nezu: Now that we're all here, I'd like to ask who is taking point in this operation
VulGar: I think GZ should take the lead on this one

VulGar: Know anyone more qualified?

VulGar: Anyone object?
Deags: Nope, I'm good with that
Izuku: I'm all for it
Momo: I believed he's up to the task
Jiro: No way I'd ever object to that
VulGar: It's unanimous
Aizawa: Very well, Ground Zero is leading this mission, you have the floor
Katsuki: *stands up* Thank you, I understand Captain Yaoyorozu is not up to speed on everything so I'll briefly catch him up. First and foremost Captain, my Callsign is Ground Zero, but in this room, you may call me *takes off mask* Katsuki
Cpt Yaoyarozu: *gasps*
Katsuki: I understand this is alot to process but bear with me so that I can explain our mission details
Cpt Yaoyarozu: ...... *nods*
Katsuki: Now then, here's how we should approach this situation...

Katsuki pushes a button on a remote that projects a map onto the table, he then goes into detail about the stealthy approach he wishes to take, after that, he explains the contingency plan he has in mind should the stealth approach fail.

Katsuki: Everyone Clear on this?
Everyone: Yes sir
Cpt Yaoyarozu: I have one question
Katsuki: Yes sir?
Cpt Yaoyarozu: Where do I fit into this mission?
Katsuki: I'm glad you asked, this mission relies heavily on your assistance, this entire operation doesn't officially exist, and seeing as you are the most respected when it comes to law enforcement, we ask that you keep your men from investigating any reports in the area we will be hitting
Cpt Yaoyarozu: I hope you know that I do have superiors who outrank me
Katsuki: I do understand that you are not at the top, but as I said, you are the most respected, even more than the commissioner.
Cpt Yaoyarozu: Still as bright as I remember, very well, I will buy you some time but I won't be able to keep them away forever
Katsuki: I understand sir, thank you.
*a phone rings*
Nezu: Hello? ..... how strange, yes I will investigate immediately
*another phone rings*
Deags: Nnnnnyellow? ...mhm... mhm... Shweeeet! Tanks, bye!
Nezu: It appears an unidentified aircraft flew over the school and dropped something
Deags: Heyyyy what a coincidence, Queen just said our equipment was just delivered, we'll go get it and then we'll check out the other thing you said

At this moment everyone in the room performed a facepalm.

Katsuki: With that, I call this meeting to a close, we head out at dawn. *gets up and makes his way to the door*
Cpt Yaoyarozu: *gets up quickly* Actually Uh.... Ground Zero I wanted to have a word with you in private if you don't mind
Katsuki: Sure, I imagine you have some questions regarding my absence
Cpt Yaoyarozu: Well yes but a few other things too
Katsuki: I understand *leading the Cpt to an empty hallway*
Cpt Yaoyarozu: *following* This should be good enough.
Katsuki: *turns around and leans against the locker* So what did you want to ask Cpt?
Cpt Yaoyarozu: Well for starters, it's good to see you again son I just wish it was under better circumstances
Katsuki: Yeah no kidding huh? It's good to see you too sir
Cpt: I wanted to ask what your plans are for after this mission.
Katsuki: What do you mean sir? Like if I'm staying in Japan?
Cpt: You know you are still technically a fugitive? and I have orders to bring you in, we both know I don't want to do that, but I can't exactly ignore your presence if you are seen
Katsuki: I understand the position you are in, and I can't hold a grudge for you fulfilling your duties as Captain... but I can assure you that once this mission is over I won't be a problem for you.
Cpt: I wish you the best of luck on your mission son
Katsuki: Thank you sir and if you could just keep the heat off our backs long enough so we can hopefully get this done quick and clean.
Cpt: I'll buy you guys as much time as possible but remember your true identity can not be revealed or else I'll have no choice but to turn you in.
Katsuki: You have nothing to worry about, we got it all taken care of.
Cpt: good
Katsuki: Now if you'll excuse me sir I need to get back to VulGar and Deags, we need to check out and make sure all of our gear got delivered completely intact
