"I dropped right in the middle of my backswing, turned out to be the best round of my life because after 13 hours of surgery and a triple bypass, I found something 40 years in the army had never taught me. Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives, but while a great many people see you as heroes, there are some who would prefer the word 'vigilante' " General Ross stated, looking at each and every single one of them, letting his gaze linger on Steve and Tony,

Amber looked around at everyone's face, the whole team seemed to be listening intently, but Amber couldn't focus, she gazed off into space.

"And what word would you use Mr. Secretary?" Natasha asked with a small smirk,

"How about dangerous?" Ross cut in sharply, "What would you call a group of US based, enhanced individuals, who routinely ignore sovereign borders and inflict their will wherever they choose, and who seem, frankly unconcerned" he said raising a brow at Amber who was still in a daze,

Natasha nudged her, and Amber shifted her gaze to him,

"No, no, continue, frankly unconcerned, go on" Amber said sitting up straighter, although she could see Tony and Sam suppressing smiles.

"Who seem frankly unconcerned what they leave behind" Secretary Ross finished, he picked up a remote and pointed it at the screen behind him.

"New York" He said as images of alien creatures destroyed downtown Manhattan,

"Washington DC", a video played of three a helicarrier crashed into the rivers beside Shields base killing many people in the process, Amber watched as one by one, her teammates looked away,

Then the place Amber dreaded the most. The place that haunted her nightmares.

"Sokovia" videos and images of buildings falling and crushing people, the whole city rising, Amber closed her eyes for a second a wave of panic rushing through her body, she took a few deep breaths in before letting her eyes settle on the screen once more. Even just thinking about that place brought back the worst nightmares and horrors she had ever experienced.

Steve glanced at her and gave her a concerned look that had 'are you Ok?' written all over it. Amber nodded before looking back at the screen.

"Lagos," videos flashed past showing the building on fire and people being brought out, but one person looked awfully familiar, she was burnt, her leg was twisted awkwardly, her eyes were shut, she had multiple cuts across her body and her dirty purple hair was skimming the ground, a man in a red, white and blue suit, hovering beside the girl, talking anxiously to the paramedics.

Amber looked away uncomfortably, as all of them looked at her, Wanda had put her head down in shame, while Amber refused to make eye contact with anyone.

"Ok, that's enough" Steve warned him, seeing the two girls reactions.

"For the past four years, you have been working with unlimited power and no supervision. That's an arrangement the governments of the world, can no longer tolerate. But I think we have a solution. The Sokovia accords." Ross replied sliding a thick booklet to Wanda, Wanda glanced at it and pushed it across to Rhodey.

"Approved by 117 countries, it states that the Avengers, shall no longer work as a private organization, but instead they'll operate under the supervision of the United Nations panel, Only when and if, that panel deems necessary" Ross finished,

"But that's ridiculous," Amber burst, "What if we're needed desperately somewhere and we're not allowed to go? More people's lives would be on the line.",

"Well Ms. Maximoff, I thought maybe after your accident you'd maybe agree to this." Ross said,

"Well maybe you thought wrong" Amber muttered to herself quietly,

"The Avengers were formed to make the word a better place, I feel we've done that" Steve said,

"Tell me Captain, do you know where Thor and Banner are right now?" Secretary Ross replied,

Steve sighed in response, "If I misplaced 30 megatons of nukes, you can bet there'd be consequences." Ross continued, "Compromise. Reassurance. That's how the world works. Believe me this" he said pointing at the accords, "This is the middle ground".

"So, there are contingencies." Rhodey said placing a hand on the accords,

"Three days from now The UN meets in Vienna to ratify these accords, talk it over" Ross said leaving the Avengers to make their decision.
