Oliver used an arrow to shoot at the lock on the sewer access. Everyone climbed in one by one, sliding down on ropes. The tunnel was dark, so Diggle pulled out a flashlight to light up the area.
"How did HIVE build all of this without anyone knowing?" Diggle wondered.
"It doesn't hurt having someone controling the city's infrastructure," Y/N replied.
Felicity's voice crackled over the comms. "I can't find any public blueprints on the city files for having a creepy sewer entrance."
The trio reached a door. Oliver pulled on the handle and they were surrounded by light. Oliver presses a finger to his comm and spoke into it. "Believe me, there are no public blueprints for this."
"Unbelievable," Y/N whispered as she gazed upon the suburban looking neighborhood.
"Just like Mount Weather," Diggle added. "Continuity of government facility built by FEMA during the Cold War, in case of a nuclear attack."
"You think this is the Ark that HIVE's been building?" Y/N questioned.
"More than likely, yes," The Arrow started moving into the town. "Let's find Thea."
