After All Might rose to power all the heroes (exuding Endeavor) stopped training as hard. They still saved people however any big threats were handled by All Might. Endeavor seeing himself as All Might's rival kept up with him until the gap had been widened by One For All. This leads to Endeavor making Shoto stronger. Endeavor stopped his training and focused on Shoto, which would sound good but as you know Endeavor is a complete ass. Anyway now that Shoto is in U.A Endeavor has started training again. However other heroes were getting stronger as the saw that if what happened in Hosu happened in there cities they would die. This is why the heroes power will increase as the story goes on. On to Endeavor.
