Petty Officer Jack Williams is waiting outside a school for his daughter Jessy and his neighbor's son, Ray. Jessy and Ray come out of the school building, both laughing. Petty Officer Williams greets them and the three of them walk to the neighboring street where Petty Officer Williams has parked his car. As they try to get in, five men come and attack them. Petty Officer Williams tries to fend off the men, but he is badly beaten up. That's why he doesn't see Jessy and Ray being taken by the men.

McGee, Ellie and Torres are sitting in their seats doing paperwork when Gibbs walks in. "Grab your gear! We have two missing children and an injured Petty Officer!", says Gibbs. Ellie, Nick and McGee get up and grab their bags. In the elevator, Gibbs distributes the tasks: "Tim, you're going with me to the crime scene. Bishop, Torres, you're going to the hospital! Maybe Petty Officer Williams is out of surgery and ready for questioning." Ellie, McGee and Torres nod.

McGee is interviewing residents and anyone who was present at the suspected time of the crime. Gibbs looks at the crime scene. "Tim, get over here!", shouts Gibbs. McGee comes to him. "What is it, boss?" "What do you see, Tim!" McGee looks around and sees several large garbage cans. "You could have hid behind them", McGee replies. "I agree. What else do you see?" "Just a schoolchild's backpack. Boss, didn't you say two kids are missing?" Gibbs nods. "Boss, there's no way I believe the kids had anything to do with Petty Officer Williams' injuries. In fact, I believe that the children were abducted. And that the petty officer wanted to prevent that from happening", says McGee.

Ellie and Nick are in Petty Officer Williams' room. He's not conscious yet, so they talk to his wife, Lieutenant Lilly Williams. "Lieutenant Williams, do you know if your husband has any enemies?", asks Ellie. "I can't think of any. He was popular with everyone because of his good jokes", replies Lieutenant Williams. "Can you think of anyone who might want to hurt Jessy?", asks Nick. Lieutenant Williams shakes her head. "Please find Jessy and Ray. You probably don't know what it's like when your daughter, your 10-year-old daughter, has disappeared and the man you've been dating since your last year of high school gets beaten up!" "You are right, Lieutenant. We really don't know how hard this must be for you. But I promise you that we will do everything we can to find Jessy and Ray", says Ellie. Nick adds: "And we will do everything we can to have the person or persons responsible arrested."

Ellie and Nick come to the office where McGee and Gibbs are already waiting for them. "Is Petty Officer Williams conscious yet?", asks McGee. "No. We spoke to his wife. She has no idea who would hurt Jessy or Petty Officer Williams", replies Nick. "Tim, Bishop, go to the base and talk to Ray's parents! Torres, you help Kasie in the evidence room of both the garbage cans and the car!", Gibbs orders before he leaves the office. McGee and Ellie grab their things and head for the elevator.

McGee and Ellie are at the base. "Bishop, you debrief Ray's mother and I'll debrief his father", orders McGee. Ellie nods and goes to Lieutenant Jackson, Ray's mother. "Lieutenant Beatrice Jackson, I'm Special Agent Eleanor Bishop from NCIS. Can I talk to you about your son Ray?", Ellie asks after introducing herself. "You can talk to me about Ray, agent Bishop. I know he's done nothing wrong and I know why you're here. Lilly called me earlier and told me everything", replies Lt. Jackson. "Do you know if anyone would hurt Ray? Or if someone would hurt your family?", Ellie asks. Lt. Jackson is thinking shortly before she answers: "I don't think so. Ray would have said something or acted differently if something had happened. And Alex and I tell each other everything. I really have no idea." 

Simultaneously, McGee interviews Lieutenant Commander Alex Jackson. "LCDR. Jackson, does Petty Officer Williams always pick up Ray and Jessy from school?", asks McGee. LCDR. Jackson responds: "Most of the time, yes.  But if Lilly, Beatrice or I have time, we also pick up the kids."
