Leo was made in a lab in Kenya, by mixing super human DNA with lion DNA. When he was created he was pretty much born a 4 year old without being a 4 year old, making him appear older than the other two boys in the story, although they're the same age.
He was quite fond of one scientist, and because the government is stupid they killed that scientist making Leo mad and kill all the scientists and let all the animals out of the zoo, above the lab.
A few months after he stowed away on a plane (he is 11 rn) and went to England where the other two boys were and they found him whilst exploring.
They kept Leo a secret until he was 16 when he got a job and things, and like the other two he went on adventures and stuff.
