As you guessed, it's an arranged marriage AU. To be true I really love these AU for the angst, but this story is different.
I usually don't like Civilian Sakura AU because they make Sakura seem weak, but not this one. This world differs a lot from the original series, as ninjas don't seem to that common in this au. So yeah, if you want some intense action and stuff, then this one isn't for you.
But is you want mild slow burn and a lot of fluff, this story is perfect.
