Make a list of the characters that will be featured in the story. You don't need all of them, just the important ones. Write down some basic information about them.
Throughout the story, you can go back to the characters and add any other info you think of later.
After all, even Rowling changed the theme of the book after her mother died, making death the main theme of Harry Potter.
