People don't get too close to him that easily since he gives of such a cold aura, yet they don't see him a s aggressive or anything. More like unbothered.
• How he would get close to you :
Since he is quite interested in you, he also knows that you're a kind and also curious person who likes to get to know everyone around them. So he actually let's you come to him. He might "help" a little bit by going to your favorite places around so that the two of you would meet by "coincidence"

He would watch those people like a predator would watch it's prey and act like a shadow to them. Always there and yet you can't grab him. When the time's right, he'll kidnap them and lock then away. If he has to he would also torture his victims to teach them a lesson.

Won't even try to hide it and would come off as proud of what he did.
