Description: Allows the user to control the weather based on existing weather patterns, meaning that if a place gets a lot of rain, they could cause it to rain whenever they wanted.
Weaknesses: They have to keep it similar to the existing weather pattern, meaning they can't make a drought happen in a place where it rains a lot. They still get affected by the weather that they make.
Position: Villain
Sample Character: A chaotic girl who enjoys making havoc by flooding cities & ruining farms. She eventually gets caught after she retires from villainy, & is publicly shamed on live television.
Extra Info: This was originally made for a character my friend & I were making, but I thought I should make a chapter out of it since it's been at least a few days since I last uploaded a quirk.
