Peacekeeper Monroe has become the face of the Capitol. Its residence look up to her and believe she'll help restore balance to the country. She gives speeches to encourage the people of the Capitol to keep their heads high, and tells the rebels they should back down while they still can.

She has become a soulless puppet to do President Snow's bidding. She is sent to the Districts that have the most rebel and riot activity in hopes to contain them.

Right now, she's in District Four making sure the people continue stay in line. As Peacekeeper Monroe patrols the streets making sure citizens obey the curfew, she can't help but feel something familiar about the place. She finds herself staring at the beach multiple times, but she never goes down to it.

On the train back to the Capitol, she is sat on a chair waiting for her next order. A dark haired woman walks into the room and looks at her.

"Lilith?" The woman says.

Peacekeeper Monroe turns her head to look at her. She looks like a Capitol woman, so she decides it's okay to let her be here.

"Lilith? It's me," The woman says, stepping closer to her. Peacekeeper Monroe just stares blankly at the woman, clearly not remembering who this woman is. "It's me, Julia."

Julia? She doesn't find that name familiar. It's a common name, yes, but she doesn't connect any dots as to who she is.

"It's nice to meet you," Peacekeeper Monroe replies with a stoic face.

Julia looks sad. But then she shakes her head and remembers her reason for being here. "I need to get you ready for an interview with Caesar Flickerman."

Peacekeeper Monroe gives a firm nod and stands so Julia can lead her to a room to get ready. Julia gets her once sweet girl ready. She does her makeup and dresses her in a plain white dress that goes to her knees.

When they arrive in the Capitol, Peacekeeper Monroe is immediately taken to the room they're going to be airing the show from. She sits down in a chair next to a boy. She steals a glance at him, his appearance is vaguely reminiscent of someone she used to know. Or, she thinks she used to know him. Either way, he looks horrible.

"Alright everyone, places!" The director says. Then he counts down and the cameras turn on.

Caesar introduces himself and his guests. He begins by talking about the state that Panem is in. He then turns things over to Peacekeeper Monroe.

"I've seen the horrible things happening in the Districts. This rebellion needs to end. There's no other way to fix this. The rebels need to surrender," She says, unwavering.

"Thank you for that insight, Ms. Monroe," Caesar says with a curt nod and turns to the boy. "I believe you told me you have something you would like to say, Peeta?"

Peeta? His name is Peeta? Why does that name sound so familiar to her?

"Yes. We've received reports of derailed trains and granaries on fire, and of a savage attack on the hydroelectric dam in District Five. I'm begging for restraint and decency," Peeta says. He takes a breath and pauses. Something shows up on a screen. "Katniss....? Katniss, are you there? Katniss?"

Peacekeeper Monroe sees the footage on the screen. The girl on the screen is the main rebel. She's the cause of all this. Peacekeeper Monroe narrows her eyes slightly at the video.

"Peeta?" Caesar says, snapping Peeta out of his trance. "Please continue. You were telling us about these savage attacks."

"Yeah. The attack on the dam was a callous and inhumane act of destruction," Peeta says before getting cut off again by the video of the rebel girl. He leans forward and stares into the camera. "Think about it. How will this end? What will be left? No one can survive this. No one is safe now, not here in the Capitol, not in any of the Districts."

Peacekeeper Monroe slowly looks at Peeta, sensing his pause is for a mental debate. She eyes him carefully.

"They're coming, Katniss," Peeta says slowly. "They're gonna kill everyone, and in District Thirteen, you'll be dead by morning!" He yells.

Guards begin to restrain Peeta and the broadcast is cut. Peacekeeper Monroe looks around and abruptly stands. She is then hit in the back of the head with something heavy. Her vision goes black and she passes out.

When she wakes up, she is strapped to a metal table once more. She is tested with the images to make sure she is still with the Capitol. She only gets shocked once. It was between an image of the beach, and an image of the Capitol fountain. She chose the beach.
