The president once walked into the Oval Office just to see Alfred pinning Arthur to the desk, making out.
Arthur couldn't meet the president eyes every time they had a meeting or special event; and gets flustered when they speak to each other.
The president makes fun of Alfred after the event. (The president wasn't really embarrassed or angry over what happened, more like finding it funny.)
When the president hears that Arthur is going to be at the same event their going to be at, they tease Alfred and laugh when he becomes so flustered and embarrassed.
