Arthur's heart is broken.
He was raised in a family that despises him. His brother broke away from him. He slowly lost his family (his colonies). Many of the countries secretly hates him.
He's just.... A wreck really.
He is this person who needs to heal and come back together, but can only do so with another person who is willing to stay with him.
And he can't really do that when he is afraid to love another, because he is afraid to get heart broken even more.
