-Anyone who works as or with the police have a S. H. E. I. L. D level.
-The Avengers are part of S. H. E. I. L. D but are also more underground (or else why wouldn't Barry be an Avenger?)
-Juno Kestrel is a high level female agent who you will you will learn more about latter. :)
-Also for later reasons the Huntress from the Arrow does not exist (you'll see why in book 2)
