My answer would be: BECAUSE THE FEMS! OF HETALIA HOLD LITTLE RESEMBLANCE TO THEIR ORIGINAL MALES! THATS WHY!
That's out of the way, I'm sure a ton of you now understand. Though I doubt you were really thinking about it to much.
Just enjoy the picture XD I thought is was funny while I drew it. They got turned into their female forms randomly was the story behind it.

This was the first time I drew that style of their fems fully so it did turn really well for that! Especially Mustangs!
