The user has to bite their target and raw blood.
Once the user has tasted the targets blood they can dilate the blood vessels or constrict the blood vessels in the targets body.
Dilation causes the user to become nauseous, flushing of the skin, cold to the touch, and light headedness. If they get a cut their blood won't clot and they could risk bleeding to death.
If their blood is constricted they will feel numb in the constricted part of the body, could choke and lose air, get massive head aches and feel pain where the blood is blocked from big blood clots.
Drawbacks: user risks getting a blood disease depending on how long they use their quirk on their target and if they thin out their blood or constrict it.
