The user has to touch a person for the effects to take place.
The user has to touch their target and stare into their eyes.
The target will feel physical stinging pain for every crime they have committed and are currently committing. After the pain disappears the target will feel guilt for every crime they committed. The amount of pain and feeling of guilt will be stronger if the crime was worse. It depends on how bad the committed crime was.
After the feeling of guilt washes over them the target will become truthful and answer all questions truthfully to the best of their knowledge.
each effect will last for ten minutes so after thirty minutes the quirk won't effect the target and they will go back to their normal selves before they were affected.
Drawbacks: The user will get a massive head ache. They will get dark thoughts in their head and have to truthfully say them out loud to everyone around them. The user will have to tell people about their secrets they are hiding or truthful thoughts, fantasies they may have.
(I can't think of a better drawback)
