Hey guys ONE AGAIN I have change my theory to what the Mangle is saying. (I know what your thinking and yes I do change mymind about this all the time.) So this theory accually also leads to when the bite of 87 happend or if the nights go backward such as Night 1 is accually Night 7, night 2 is Night 6, and ect.. So the Mangle's police voice box is what your hearing and you can hear "....we have a little boy.... He is missing his frontal lobe.... 10-1...." and 10-1 in police code is bad reception. This explains why I said the nights go backwards or just the bite of 87 hapened before.
