This is set in a world where the female population had once depleted... As a result men have adapted to impregnate one another. In order for successful impregnating one man must bite another's neck signaling the bitten man's body to develop a womb. Just as typical reproduction the men must continue to have sex.
However, this adaptation has resulted in many rape cases and with the female population up is considered unnecessary and cruel to inflict upon another man.
