Jacob: but those two weathers can only be caused by two pokemon, groudon and kyogre

Arceus: he is unfortunately in a deep slumber, but that's not all son, there are two organizations causing trouble there

Arceus: correct, the first team is team aqua

Arceus: their goal is different from team aqua's, their goal is to create a world for human progress, they plan on doing this by using groudon to expand the landmass of the world so humanity would have more space to build on and develop civilization
Jacob: that's not good
Arceus: indeed, these two team have a huge rivalry, just like groudon and kyogre, these two will go far to make their goals happen, this is where you come in son
Jacob: What do you mean?
Arceus: son, I want you to go to Hoenn and stop these two organizations before it's too late, can you do it my son
