These ocs are both ship children, they have their importance in the overall headcanon as they represent a specific status in the CH species : those who are considered as "not real countries yet", the space in between the birth of a country and the gain of their land, nation and independence (I'll elaborate more on this in future chapters). Therefore, they are very present in my headcanons and the things I produce around it. And the point of ocs is to use them and have them interact with the world around them, so you can't blame me on that part, they need purposes in their universe. It also means that they have relationships with actual characters (I'll bring back the topic of relationships between CH in the future as well).

She is UK and France's daughter, and so is Canada, USA, Australia and New Zealand's younger sister. She was born in 1885, was raised and homeschooled, like any other country, by her parents but mostly France, with who she still mainly lives most of the time to this day, even though she does travel a lot to the rest of her family's capitals and homes. She speaks both English and French fluently, with a slight accent in both.
She got a pretty classic education for the time, for the CH species (as they have a different way of living than humans) and for her family (she ate lots of literature as a child). She also did some military training when she was a teen/young adult, with multiple members of her family, in case she had to inherit her parents' empires (which, spoiler alert, never happened). Even though she wasn't quite interested in colonization, and will end up hating it eventually, she was pretty impressed by her parents' conquests at that moment.
When WW1 started, she at first wanted to take part in the conflict by going to fight in the trenches. She wasn't really against the German Empire, she even admired him (she was a simp), making France a bit mad. So when she wanted to go fight, it was not because of some grudge like France did, but because she wanted to finally do something useful, historically wise. Basically feed her ego and putting her training into practice.
However, France forbade her from doing so, Fredly being her only heir that wasn't already owning any land or nation, and so who could take back her stuff if anything happened to her during the war. But also because without any army of her own, going to the front would be suicide. So Fredly did nothing in the Great War, she could only witness how the war was affecting the population that wasn't on the battlefield. And she saved the horse she had at the time, her only friend back then, not to go there neither.
