You like to say that you did, but he actually had. The first move was a kiss. And Brynjolf definitely did it first.

Savos Aren

You did. You had asked him to go on a date with you. He acted surprised by your question, but he knew you would ask sooner or later.

Vilkas

He did. He took you out on a long night walk, and he kissed you under the stars.

Farkas

You did. The poor guy was nervous. He tried to kiss you first, then he backed away. Fortunately for him, you leaned in and kissed him. So I guess you can say you both kinda did.

Ulfric Stormcloak

 He did. He had asked you on a date. You guys didn't kiss or anything, but there was loads of flirting.

Bishop

He did. You were very surprised and you didn't really like it, but after seeing the smile on his face after he kissed you, you kinda loved it.
