Jeff and Jane don't have any body hair.
When Jeff was burned, his hair follicles and nerves were destroyed, leaving him unable to regrow his hair. Same thing happened to Jane when she was burned.
So, both Jeff and Jane wear wigs in order to compensate for their lack of natural hair (except Jeff's is sewn into his scalp).
