when he sees you for the first time having your hair down he'll be surprised at first, but tell you look very pretty, whilst blushing of course. Maybe he'll do the little "Hellllloooo nurse!" Phrase jumping onto your arms, kissing you shyly. He'll probably want to play with your hair all day when with him.

He honestly doesn't care if your hair is up or down, though he does really like it when it's down. He likes playing and doing different hairstyles when your hair is down.

You two would spend most nights talking to each other as Wakko casted different hairstyles on your hair hoping to find the right one that looked just right to him, and matched you best.

Now when he sees you with your hair down.. he'll definitely do the "Hellooo nurse" phrase, jumping into your arms kissing you in a cartoonish way. He'll give you lots of sweet compliments and can't forget some flirtatious ones also.

There would be hearts floating all around him as he would stare at your long/short hair. He'll really want to kiss you, moving your hair out of your face or putting strains of hair behind your ear, romantically.

He too won't really care if your hair is down or up.. but he does lovee it when it's down, mostly cause he'll tease you by calling you
