My theory is that from the start Salem was destined to become what she is today and Ozpin was tasked by the Gods to kill her but he couldn't bring himself to do it. In the chapter we learn that Leonardo wasn't the first to turn his back on Ozpin. Maybe Ozpin had fallen in love with at that time but she had betrayed him and ultimately killed his first form leading the Gods to send him back to Remnant and cursed him with eternal life until he is able to finally kill Salem like he was tasked all those lifetimes ago.
But over the 1,000 years he was betrayed countless times and this has lead him to become paranoid and have trust issues.
To be honest I feel now his actions and his keeping of secrets is justifiable because he's a man who just wants his curse to end.
