Arkham City aka Uptown Gotham once apart of Gotham control a few years ago but the villains all gather their forces and completely invade the area thus sperating Gotham control from that area completely.

Overseeing Arkham City is Auditor himself but he wasn't alone.
Auditor: "So much chaos but in a small contain area" he said to Joker, Kevin and Alex DeLarge.
Joker: "And don't forget that with these chaos comes insanity!" He said and start to laugh.
Kevin: "Yes we know but how long until we can attack Hero Academy" he said.
Alex: "I agree as it been a few months and so far we had no information on their current status" he said.
Auditor: chuckle "It probably because the three corrupt headmasters have be busy trying to gain new allies but sadly their attempt failed" he said.
Joker: "So? We know about that" he said.
Auditor: "Then you must know that their fall down have started" he said as the elevator door open gaining Joker, Kevin, and Alex attention but they are surprised at who walk out.
???: "I'm here as you requested" the female spy said.
Auditor: "Yes well you know the drill" he said.
The female spy nod and walk towards him but upon standing fully behind she kneel down then hold out a flashdrive.
Auditor then summon a tentacle that took the flashdrive and after inserting the flashdrive to a device he look through the information on the drive.
Auditor: "excellent work and as promised I'll won't hurt your parents even though they are clueless about this" he said.
???: "You are evil you know" she said.
Auditor: "Yes well I ain't like those heroes who think all villains can be redeemable" he said looking at the spy.
