You may be confused a little about the last chapter compared to the first chapters, let me explain.
1. Yes there are phones, yes the party has them
2. Yes Dustin, Will, and Lucas were talking on the house phone as I imagine that they would still use them for calling each other, they thought it would bring back old times (which it did)
3. But Macy how did Lucas not know about Max's championship win?? Cause he is a responsible driver who doesn't pay attention to his phone while driving :)
4. I am not sure what year this would necessarily take place in so it's not mentioned in the story. Probably in the 2000s
5. Max had a few skateboard games while in Hawkins during the time she was there which is why there are more paparazzi
6. Hawkins didn't have any abnormalities or Vecna happen in this story
