The first thing that came to mind when I though about what to make this Quirk about is the fact that the user of this Quirk has peacock feathers for hair.
Well, not literal peacock feathers, but the design.
I'm talking like blue at the roots and than the funky circles at the ends.
Maybe going even further, the user could be even more of a peacock lookalike with unique marking that look similar to the markings of peacocks, I dunno.
Other than the appearance though, I have no more ideas.
Though, peacocks can fly (granted, only for short distances) so I suppose the user could have a short-lasting flying/levitating ability with a 5-minute cooldown or so.
Peacocks are also known as proud creatures, so proudness could also be another trait for whichever character you're trying to make.
