The dementors are able to detect when someone uses dark magic. This was done to prevent the imperious curse being cast on the members of the ministry. If certain members, especially those at the Department of Mysteries, were to be under the influence of the imperious, the ministry's secrets would be out.
But, Analise was never caught. The dementors did sense her magic but did not pursue her. She'd enter the ministry alone while Jovana and Dion waited outside each time. Bit by bit, she alone corrupted the ministry. Pro-muggle workers were replaced with anti-muggle witches and wizards that sided with Voldemort.
Each time, Analise would walk out with a vacant expression. Jovana and Dion always waited for her and the entrance always seeing her empty eyes. Though Dion got his voice back, he never talked.
"Let's go," Analise said as always walking off while the two watched her from behind.

Their next stop was the forests somewhere in the highlands led by Antonin Dolohov. Voldemort never traveled with them. Dolohov placed a large gift wrapped in thin black cloth on a large rock and the three waited.
