The Interpol had information and means beyond the reach of common people, but if he wanted Ding Sheng to help him, Chen An had to get the man to trust him first. What was more, he also needed a good reason for Ding Sheng to work with him.

Using his talent for acting, Chen An gave Ding Sheng the well-prepared speech: he came to America to find Ding Sheng who could help him in an a south Asian human trafficking case. He didn’t expect Ding Sheng to believe him immediately; if Ding Sheng agreed to think about it, it could work.

Looking for kidnapped children was the police’s responsibility in the first place. There had been international cooperation, the problem was, a lot of difficulties, different opinions and shared interest might come into it. So cooperation depended on whether the other party wanted it as well.
