How It Works:
It's kind of like the Quirk from Vigilantes, Overclock, but a little different. When the Quirk is activated, the user sees that everyone is slowed down insanely. Everything is so slow that it looks like everyone is frozen. But in everyone else's perspective, it looks like the user is going insanely fast. By blinking, they'll miss the Quirk owner.
Drawback:
They're faster than oxygen molecules. So they can't really breathe while running. They have to hold their breath.
