In the MHA world where lustiness and sex is much more common (Because some Quirks need to have someone naked or privates exposed), Mineta wouldn't be a creep, but a terrible flirt. It's not a free use world, people still date, but it's not uncommon to see couples fucking from a window while on the streets or in an alleyway. Mineta leaps on girls and gropes their breasts. He looks under their skirts. He makes lewd comments about them and slaps their ass. This does NOT make them want to date him, but instead of hitting him, they roll their eyes and blow him off.
