The Dursleys will only take Harry in if Dumbledore can promise he will follow there instructions in the house. Dumbledore being lazy/short sighted, like many magicals, accidentally makes so all magicals have do what ever the Dursleys say in their home. One year Harry's girlfriend or harem member(s) is visiting him and she gets into an argument with Dudley to which he says suck my dick. To the shock of both she follows the order.
