He looks around and only sees a few scattered cars, but not one in sight. As it should. Even though the parking lot looks like your average square pavement, it's far from it.

The Lights have cameras that can be seen at night and in other frequencies, including heat waves, ghosts, and invisibility cloaks from various companies and alien races. So, for there to be a note on Rico's car is a wonder that has trumped all he has read today.
