No, it's not for Schmidt! It's actually for Ms. Jessica Day! She must put money in it when she does anything that annoys the others i.e. sings or dances for no reason at all, in other words be Jess.
It was introduced in season 2, episode 14: Pepperwood.
Nick doesn't find it as fun to make Jess put money into The Bowl as he does when he makes Schmidt put his in The Jar, simply because Jess is quite happy when doing so.
