A few weeks later Lilith was called to Snow's mansion. Rebels had taken over the Capitol and had invaded Snow's fortress of safety.

She sat at a rounded table, in a chair beside her brother. Katniss entered, "What's this?"

"The remaining victors. Won't you join us?" Coinn said gesturing to the table where Lilith already sat. The rest of the victors took a seat, "I have invited you all here for several reasons, but first I have an announcement. I have taken the burden and the honour of declaring myself Interim President of Panem."

Lilith scoffed and Haymitch did the same, only voicing his thoughts after, "Interim? Exactly how long is that Interim?"

"We have no way of knowing for certain. But it's clear that people are far too emotional right now to make a rational decision. We'll plan an election when the time is right. But I have called for a far more important vote. A symbolic vote. This afternoon, we will execute Snow. Hundreds of his accomplices also await their deaths.

Capitol officials, Peacekeepers, torturers, Gamemakers. But the danger is once we begin, the rebels will not stip calling for retribution. Thirst for blood is a difficult urge to satisfy. So I offer an alternative plan. The majority of four may approve it. No one may abstain. The proposal is this. In lieu of these barbaric executions, we will hold a symbolic Hunger Games."

"This is rich," Lilith let out a bitter chuckle.

"I told you," Johanna laughed.

"You were right," Lilith agreed, "You want to have another Hunger Games with the Capitol children?"

"You're joking?" Peeta said.

"Not in the slightest," Coin replied.

Haymitch scoffed, "Is this Plutarch's idea?"

"It was mine. It balances the need for revenge with the least loss of human life. You may cast your votes."

"Listen I'm all for revenge but this..." Jackson trailed.

"What he's saying is what goes through your sick and twisted mind?" Lilith spat, "My husband died for this revolution and you just want to cause another. Hell no."

"No. No obviously not. This is crazy," Peeta said.

"I think it's more than fair. Snow's got a granddaughter," Johanna said.

"Johanna," Jackson gave her a look.

"I say yes."

"So do I let them have a taste of it," Enobaria said.

"You guys this way of thinking is what started these uprisings," Peeta replied.

"I vote no," Annie said firmly. Lilith smiled at her. She was a good friend of Finnick's, "So would Finnick if he were here."

"Well he's not," Johanna said.

"Because Snow killed him," Lilith shot.

"No," Beetee said, "We need to stop viewing each other as enemies."

"It's down to Katniss and Haymitch," Coin said.

"I get to kill Snow," Katniss said after a moment.

"I expect no less," Coin replied.

"Then I vote yes," Katniss spoke, "For Prim."

Coin nodded, "Haymitch?" They all looked towards him.

"I'm with the Mockingjay," he replied.

"That carries the vote. Excellent. We'll announce the gamers tonight after the execution."

Lilith scoffed, "God, you're all fucking psychos. And I thought I was mad but you're on a whole other level," she stood quickly, her chair scraping against the fancy wood floors.
