"Well, thank you for coming to the meeting this early in the year, ladies and gents." – Chief Haneda Yusuke

Seated in the dark meeting room are the heads and officers of the various departments of the re-established Japan Public Security Bureau. The men and women, both Terrans and Garmillians, here are the ones that are responsible for the safety and ensure the safety of Japan and her people, in short, they are the best of the best. From normal day-to-day policing, and anti-terrorism, to intelligence and counter-intel in both the homeland and foreign soils, such nature of their work is often... discreet and should be remained in the dark.

Since the resolution to permanently become part of a single unified government placed under the UN was passed many decades ago, the PSB was reorganized and joined the rank of the UN Security and Intelligence Agency, or UNSIA for short. Joining the rank of UNSIA allowed Japanese personnel to gain knowledge and expertise from other national intelligence agencies like the CIA, NSA, MI5/6, Mossad... etc, and most recently, the Garmillas Empire National Security Police (NSP).

Since the dawn of intelligence lives, subterfuge and backstabbing have been the dark foundation of civilization. Japan is not a virtuous nation that did not resort to such a tactic, and neither did Garmillas Empire.

"So, I have just received new concerning information in two countries of this world. First is here, in Parpaldia Empire. As you know, we are building a diplomatic relationship with this country. But agents on the ground are sending back intelligence that indicates a faction in Parpaldia is working on a coup. Such a thing will complicate the geopolitical situation in the Philades continent and could potentially endanger our citizens who would be going to Parpaldia, be it for work or tourism." – Chief Haneda

As he talks, a few slides and videos are displayed on the wall-mounted viewing screen. It shows some suspected individuals linked to the government of Parpaldia and some suspected warehouses that stockpile weapons. The slideshow also displays some of the locations that would be important for the suspected rebels to secure.

"Well, then, we need to act fast to avoid the bad situation becoming a nightmare later. Do you all have any idea to contribute?" – Haneda

"Sir, if I may?" – Major Takeuchi Masaru

"Speak your mind, major." – Haneda

"Well, as the negotiation with the Parpaldian Empire has yet to conclude, we can't very well inform the Parpaldian Government about intelligence that we have gathered, as it will create distrust and may lead to deteriorating relations with them. However, we can place agents inside the country at strategic points, create sleeper units, and be ready for the time to come. With this, I propose the expansion of the 'Project Tres Loins' to accommodate more agents, as well as implement "Project Voyager" to create a detailed map of operation and VIP to protect for the time to come." – Takeuchi

"Hm... any more idea or objection?" – Haneda

"I'd like to make some amendments to the plan of Major Takeuchi if you allow, Chief Haneda." – Siegfried von Meier

Haneda nods and lets Siegfried get to the stand.

"From the NSP, we were taught to always make use of the collaborators of the target country. I think that in addition to Project Tres Loins and Project Voyager, a third project, which I shall call "Soho", should be carried out to recruit locals into our rank. They'll not only be useful for us in Parpaldia but also in the latter situations that we may have in the Philades continent. That's my proposal, please consider it." – Siegfried
