The clavicle, often called the collarbone, is typically the first bone to start ossifying (turning from cartilage to bone) around the 5th week after birth, and last one to finish with epiphyseal fusion occuring between the ages of 15 and early 30's, but typically between 18 and 25. It is often used to estimate age.
