Ever since the Great Freeze Prince Hans had remained in Arendelle. The Southern Isles was a harsh place and his punishment would have been unimaginably bad, and after years of torture it would have ended in death. Both Anna and Elsa of course hated him for what he did, but to put him to death was way out of their nature. They agreed he could stay in the castle under strict supervision and if he was to even be suspected of anything against their rules then he would immediately be returned to where he belonged.
It had been 2 years since The Great Freeze and everyone still had a huge disliking towards Hans, and of course the person who hated him more than anyone was Anna. This was hardly a surprise after everything he had done, she still had not spoken to him since Arendelle was thawed.
Elsa was different, it took a number of months but she did talk to him, nothing important, just the occasional "Hello" and "How are you?" when passing each other around the castle but it was still a lot more than Anna would ever do.
