All the Avengers had gathered in the conference room, after hearing that Secretary Ross had arrived to the compound. Y/N was seated between Rhodey and Nat. Steve was on Nat's other side, Vision, and Wanda were on the other side of the table with Sam and Tony was on the couch behind.
"Five years ago, I had a heart attack," Ross stood at the head of the table. "And dropped right in the middle of my backswing. Turned out it was the best round of my life because, after 13 hours of surgery and a triple bypass, I found something 40 years in the army had never taught me. Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your life... But while a great many people see you as heroes, there are some," he paused, "Who would prefer the world 'vigilantes'."
"What word would you use Mr. Secretary?" asked Nat.
"How about 'dangerous'?" his calm voice was snarky out of no where, "What would you call a group of US-based, enhanced individuals, who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly seemed unconcerned about what they leave behind."
Ross moved to the right of the table as a holographic screen appeared in his place, "New York," A Chitauri Levithian was flying through the city between the buildings as people screamed and scrambled about, Hulk jumped from one building to another. Rhodey turned to exchange a look with Y/N and Nat.
"Washington D.C." A building was on fire and the S.H.I.E.L.D Helicarrier fell into the river, flooding the roads on either side on which people were running for their lives. Sam looked down at his lap; Y/N winced slightly.
"Sokovia," The video changed into the floating land with vibranium thrusters on the sides. Wanda stared at it emotionlessly, the memory of loosing her brother flashing in front of her mind. People were screaming and pushing past each other; a building fell off the edge of the floating land.
"Lagos." It was the video of a building smoking with light green gas. Paramedics were rushing in and out of the building with stretchers and injured people. A girl lied motionless on the rubble, Wanda gasped quietly and looked down; Wanda inhaled sharply and pursed her lips.
"Okay, That's enough," said Steve, seeing how she had reacted.
Ross nodded at the man in a suit behind him, "For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have the solution." The man passed him a book and Ross passed it to Wanda, "The Sokovia Accords. Approved by 117 countries." Wanda slid the book across the table to Rhodey. "It states that the Avengers shall no longer be a private organization," said Ross, walking around the table, "Instead they'll operate under the supervision of the United Nations panel. Only when and if that panel deems necessary."
"The Avengers were formed to make the world a safer place," Steve looked up at him as he stopped behind, "I feel we've done that."
"Tell me, Captain, Do you know where Thor and Banner are right now?" Steve looked up at him. "If I misplaced a couple of 30 megaton nukes, you can bet there'd be consequences." He walked over to the front, "Compromise, Reassurance, That's how the world works. Believe me, This is the middle ground," he pointed at the book on the table next to Rhodey.
"So there are contingencies," said Rhodey.
"Three days from now, the UN meets in Vienna," said Ross, as Y/N and Steve locked eyes for a moment and turned to Tony, who ducked his head down at once, "To ratify the Accords. Talk it over."
"And if we come to a decision we don't like?" asked Nat.
