Yes, this story is somewhat based off of the anime Yuri On Ice. But as you can see, it's not them. It's made-up characters. (And there's some depresso stuffs if you read the TWs in the description)

There are a couple of chapters towards the end that don't have any TW's so if you're wondering hey they're blank and don't say anything there when you get to them, that's why.
