Throughout the L'manburg War of Independence, Dream has come to think of Tommy as a son. He grows to become possessive of his "child", and wants to keep him all to himself. He want some to keep him away from everyone, because they'll just take him away. And if it takes a little bit of manipulation to keep him away from them, that's just a sacrifice he'll have to make to keep Tommy all to himself. After all...

(I thought of this as starting with Dream's growing protectiveness of Tommy during the war, and then being heavily set in the exile arc afterward, but that's just how I imagined it Andy you can go about it however you want!)
