Location: Random forest, R-3

The New Orderian Government reached out to local governments in R-3 Japan to get permission to go on the offensive. After a week of trying they got authorized to do whatever they needed. The government officials assumed it would be soldiers and machine guns, maybe artillery if things got bad. They were not expecting a combined force of tanks, close air support, helicopters, infantry, and the deployment of chemicals across the area. 

212 was dispersed across the area by bombers before infantry moved up. Unfortunately for the New Orderians, villains had found out about the gas. While many had been affected an equal number had gotten on gas masks. The result was a mix between conventional warfare and quirk on non quirk fighting.

A few LAVs were pushing up a road in a convoy. The road had been a major issue in the fighting because it was the only access to this compound. The villains had concealed themselves in the forest so every inch forwards would be met with heavy fighting. The LAVs went over a hill and the lead was hit in the side. It exploded and rolled over while the one behind it was knocked to the side with it's front demolished. The second LAV was burning and the crew tried to escape before being killed by villains. The next LAVs in the convoy opened fire into the forest where the attack came from. After handling the threat the soldiers got part of the road clear and drove forwards to escape the kill zone.

Fighting only continued to increase in ferocity. Plenty more NO forces had been killed and now was when high command authorized any air support to be used. A short lesson on NO doctrine: fire + enemy = win. The meaning of that lesson: to tell you what NO forces are going to use.

Two jets passed over some villains hiding in the woods before the entire area went up in flames. Napalm doused the area and ignited burning anyone caught in the blast. When the fires died down squads of NO soldiers in Havoc uniforms walked forwards looking for survivors. Any villain who didn't die in the fire was handcuffed and forced to inhale 212 to prevent quirk use. The villains were then brought to NO POW transports. 

Eventually NO forces reached the compound and were going to handle things with brutality. Bombers destroyed whatever they could before the ground forces moved in. A tank rammed through the wall surrounding the compound and fired a shell into a watch tower. The tower collapsed and the soldiers stormed the compound. Fighting ensued and NO forces cornered a high ranking villain in a small building. They tossed in 212 canisters and gave orders for them to surrender. The villains exited and it became obvious not all we're willing participants. It looked like some people kidnapped by villains were forced to fight the soldiers. 

The soldiers found out about this and were not happy.

Soldier: Which of the people here is in charge?

Most people pointed at on man who was hiding his face under a hat and trying to look like a hostage. The soldiers dragged him over to a wall away from the hostages and searched him(did you think he is getting executed or something?). When they confirmed his identity they turned him around and took off his hat. The soldiers lined up and pointed their rifles at him. The villain was panicking and tried to walk away only for a soldier with a shotgun to push him back to the wall. The soldiers opened fire and he dropped to the ground after being filled with 20 5.56 rounds(you thought right). 

Soldiers stormed the main building and made a series of arrests. The places soldiers couldn't access were filled with teargas. After everyone was detained and all hostages were rescued NO forces turned over the operation to local law enforcement. 

Local law enforcement was not happy about NO forces executing POWs. While Japanese officials were happy a large group of villains were taken down the fact that anyone was executed after surrendering was a big problem. As such NO forces were brought in on trial, the soldiers involved in the execution along with Lemore would all be questioned by the Hero Commission for their crimes.

Lemore: Your honor let me get one thing clear. Under article 75, section 2C of the Geneva Conventions of the 12th of August 1949 and of the 8th of June 1977 the usage of hostages is a war crime. Considering the fact the terrorist who we executed had not only taken hostages but had forced them to fight and act as cannon fodder we believe that the capital punishment was warranted. We would also like to state for the record that the villain executed had attempted to hide behind the hostages after they surrendered and were identified as civilian. Hiding among civilians is also a war crime under the aforementioned Geneva Conventions.

Prosecutor: Your honor wether or not it was a war crime to do that does not give these men the authority to be judge, jury, and executioner. That man deserved a fair trial and not to be shot by some wannabe soldiers from some random company that is probably committing more crimes behind our backs. Mercenaries are not soldiers and can't even go as far as to give a court martial which is what those men tried to do.

Lemore: Your honor I would like the following to be classified and kept out of public knowledge for the safety of peace in the region.

Judge: Granted.

Prosecutor: How is this a fair trial if things said are off the record?

Lemore: Havoc is a front for a military force. We are using it as a cover for military operations. We brought in a series of witnesses from UA and the Hero Commission to validate the following claims. We are working on behalf of a government across realities and our military operates differently than yours. Squad leaders finding people hiding behind civilians or among them are granted permission to investigate and execute if evidence proves their suspicions. We had an internal review and found that the execution was legal under New Orderian law.

Prosecutor:Your honor those are blatant lies! That is impossible and there is no New Orderian government.

Judge: Based upon photographs and reports from the Hero Commission that is all accurate. As much as this looks like a war crime I will have to side with the defense. Despite this any future cases of New Orderian military forces executing anyone without a trial in a Japanese court will be treated as a war crime. Do not let this happen again marshal.

The prosecutor was obviously pissed about how blatant war criminals bullshited their way out of execution resulting in him blowing a blood vessel. He was sent to the hospital for an intracranial hemorrhage. Lemore an NO forces left not in handcuffs and Nezu sent a very displeased email about "if you commit another war crime your deal with UA is over." Lemore did accept the terms and informed the Fractured Dawn soldiers about the new rule about no executions. Lemore did inform Nezu that the usage of chemical weapons and incendiary devices will be continued, he did mention the flame related weapons would be used less though. Nezu was fine with this compromise considering Lemore specified 212 as the chemical weapon he was referring to.
