Granted, he doesn't mean to be offensive most of the time... Sai is just trying to give Sakura nicknames based off of her physical appearance, which is ugly to him.
Now, she did mentor him somewhat in the ways of social interaction... And she did get close to him when Naruto just wanted him to leave...
But, no... Just no...
She never made a move towards Sai that I ever interpreted as, "Oh hey, they're totally gonna bang!" Nor as he ever done so to her.
If they were ever to work, it would simply be because Sai physically resembles Sasuke. Likewise, she wouldn't receive the attention or affection that himederes need.
Sai doesn't know how to express himself very well, and Sakura hid what she really felt for quite awhile. This does give her somewhat of an understanding towards the belly showing lad, but I honestly don't see much of a romantic edge. Actually, I don't see any romantic edge to them.
To me, they're just friends.
