During the meetings Mexico either listens patiently, sleeps, or quietly socializes with the people near him. He hates the meetings as much as the next guy.
He'll either be getting ice cream with Cuba or having a deep and long conversation with an acquaintance like The Netherlands or Lithuania. He gets along with almost everyone so small talk isn't a problem.
