When Mexico really started to seek independence, Mexico started to grow his hair out to represent his father. His father always kept his long hair and Mexico wanted to grow it out to show he does not see Spain as a caretaker and shows he wants to be back on his own two feet. Growing his hair out for him meant that he didn't want nor need Spain.

Of course, when Spain figured out Mexico's unique way of rebelling he tried to keep him in line but Mexico was determined and got his independence. He kept his long hair for a very long time till he decided to cut it off as he now was his own person and not someone controlled or tutored by anyone.
