So for girls and boys, they can wear anything else if they don't have their uniforms and they can be allowed to wear anything else in front or under their uniforms, like a jacket, a random shirt, other accessories etc. They can also remove the jacket that the girls wear if they dont feel like wearing it. Same for the guys, they can wear their sweater (is that what it's called?) or not, if they feel like it.
