Superimpose/Glaze
i. download this app below; as you can see, it's called Glaze.

ii. Open your photo in Glaze. Play around with the different paint options until you find one you like. Save and then open in Superimpose (optional)

iii. Open the original image as the background and the painted image as the foreground. If you'd like, use the soft brush to brush away some of the areas that are a little too much and that you want to stand out more. Save and then add your title of course.

you can use this effect for other cool edits you make, so experiment around with it. I'm glad I found this app tbh because I spent so long trying to figure out how to get this similar effect.
