Superimpose

i. Open a white background and your image of your person as the foreground (I recommend to use an image of the person from the side). Make it black and white if it isn't already and turn the contrast up to where the hair is blackened out and it just makes the person look dark yet light, if you know what I mean. If needed, erase areas around the image to where it's just white and then merge.

ii. Open one of the add on images and go to the transform tab and put it on lighten or another option that you like best. Place as desired and then merge. Repeat this until the area you want covered is covered. Feel free to change the color using the hue tab and other coloring options.

iii. You can also use the soft light option if you want as well. To get the splatters on the outside of the person, put the image on darken (you might have to invert the foreground splatter image and then adjust the color again). Use the brush to erase unwanted areas and then merge and repeat.
