Honestly, I think it's no.

I mean, whatever app or program you can use, you just have to get the hang of it, practice and practice, keep moving forward.
An app or program doesn't identify or help describe your style of art, it's your own hands.

Sure, the program or app may be crappy but cmon, just because it has horrible technology doesn't mean your art is horrible as well.
Just because the app or program may have GREAT technology, it doesn't mean it helps your skill in drawing.
